Why is a live chess rating of 1200 high in percentile? - Chess Forums

A live chess rating of 1200 has a high percentile of 70% to 80%, Why? A daily rating of 1200 is not very high percentile, a daily 960 rating of 1200 is below 50% in percentile? Maybe smaller world record rating means higher average rating.
